Responsibilities:

 

  • Evaluation and verification of submitted applications under contracts for the performance of services and works.
  • Participation in the formation of a set of documents for the conclusion of a contract or a work contract.
  • Checking the compliance of the volumes of construction and installation works and materials of design and estimate documentation, working drawings and specifications.
  • Analysis and verification of acts of work performed.
  • Estimation and control of costs at various stages of construction.
  • Participation in the composition of commissions (by appointment of the head) during the acceptance of construction projects and their transfer to operation.
  • Control and accounting of used building materials.
  • Checking the design and estimate documentation with the identification of inconsistencies, and further sending to the performers for correction.
  • Preparation of estimates using the ABC program.
  • Traveling with audits.
  • Preparation and analysis of local estimates, local resource estimates and other similar documents.
  • Drawing up and analysis of object estimates, summary estimates, statements of scope of work, defective statements and other documents necessary to determine the cost of construction.
  • Monitoring the cost of building material resources.

 

Requirements:

Role:

 

The Chief Technical Manager plays a key role in creating a safe and environmentally sustainable working environment during the construction and ongoing operation of the ferroalloy plant.

 

Responsibilities:

 

  • Development of standards and policies in the field of occupational health and safety, technical, environmental, fire and gas safety and ecology taking into account the specifics of construction and operation of the ferroalloy plant.
  • Monitoring compliance of construction contractors and personnel with all required health and safety standards.
  • Development and implementation of safety programs for construction, including control over the use of personal protective equipment and organization of personnel training.
  • Analyzing construction site risks and developing appropriate mitigation measures.
  • Ensuring compliance with environmental standards during construction and operation of the plant, including environmental impact management.
  • Developing and implementing emergency plans and training staff and contractors in emergency situations.
  • Interacting with local and national authorities on safety and environmental issues, providing necessary reporting.
  • Attending technical meetings and coordinating health, safety and environmental issues with engineers, contractors and other project participants.
  • Monitoring and evaluating the performance of construction contractors in terms of safety and environmental compliance.
  • Organizing training of personnel on health, safety and environmental issues.
  • Other assignments within the scope of his/her competence.

 

Requirements:

 

  • Higher technical education in engineering, technical sciences, occupational health, safety, environment or related field.
  • Significant experience in the field of health, safety and environment, preferably in the field of metallurgical production for at least 5 years.
  • Possession of required professional certifications and licenses in the field of health, safety and/or environment.
  • Knowledge and application of domestic and international health, safety and environmental laws and regulations. Resolutions, regulations, orders of higher authorities, methodological and other guidance materials on occupational health, safety, industrial sanitation and fire protection, etc.
  • Skills in risk assessment and development of effective mitigation strategies.
  • Excellent communication skills to interact with staff, contractors, regulators and other stakeholders.
  • Ability to work in an environment focused on achieving specific project deliverables and objectives.
  • Ability to analyze data, identify problems and propose solutions.
